This paper investigates how well repetition decisions align with academic achievement and how repetition affects learners’ future progression and academic achievement in the Western Cape. As the longest longitudinal study of its kind in South Africa, a balanced panel of learners is followed from Grade 3 in 2011 up until 2019 using the Western Cape’s Centralised Educational Management Information System (CEMIS) data. The province’s systemic testing data is used to provide mathematics and language achievement for these learners in Grades 3, 6, and 9. At Grade 3 level, a strong, albeit imperfect, association between achievement and repetition status is found, despite promotion decisions not being based on systemic test scores. This contributes encouraging evidence that schools’ internal assessments and promotion decisions generally succeed in identifying academically weaker learners, and that repetition is not a ‘lottery’ as suggested by early repetition research. The Ordinary Least Squares (OLS) analysis in this paper is not causal, but nevertheless suggests the timing of repetition matters, with earlier repetition being less harmful (or more beneficial) than repetition in later grades. It is shown that Grade 3 repeaters improve their marks in the year of repetition, however repeaters are still found to lag academically behind their non-repeating peers in higher grades, despite the additional time spent in school. Overall, no convincing positive effects of repetition are found in the medium- to long-term. This study’s findings corroborate those of recent research on South Africa’s grade repetition, and highlight that repetition (particularly in the higher grades in South Africa) deserves greater scrutiny—but that there exist significant data challenges which impede causal research on this topic and limit the scope for policy
recommendations.
