The performance of learners in South Africa has been consistently poor, as measured by several national and international assessments: the Annual National Assessments (ANAs),2 the Trends in International Mathematics and Science Study (TIMSS),3 the Progress in International Reading Literacy Study (PIRLS),4 and the Southern and Eastern African Consortium for Monitoring Education Quality (SACMEQ).
